As regards paragraph 9 of the Circular
Despatch I do not consider that it is necessary at present in this Colony to draw up a hand-book. The Colony produces practically nothing and is for the most part a centre for handling a large volume of transhipment trade. The principal local industries do not admit of my description such as would be required in a hand-book of general information, though it is to be hoped that during the next few years events may lead to a great development of shipbuilding, and industries closely connected therewith, to which it may be desirable to give wide publicity,

As regards paragraph 11 of the Circular Despatch, I am not in favour of reducing the Blue Book from folio to octavo size. Even with the reduction in the number
of columns under the heading of Civil Establishment suggest- -ed in Appendix I, the particulars regarding each officer when compressed into a single page could hardly be set out clearly on a page of octavo size. It is in bulk rather than
in size of page that a reduction can be made in the Blue
Book, but we shall of course be prepared to adopt whatever size may be decided on.

The observations of the sub-committee
set out in paragraph 2 of Mr. Long's Despatch No. 242 of
the 18th. October will receive attention in the Blue Book
for 1918, but so much has already been set up in type that
it may not be possible to give full effect to them until
next year, and for the Report on the Blue Book an Annual
General Report will be substituted.

I may possibly send a further Despatch
on other points raised in the Report but my observations
